Synopsis: Mumbai’s Slum Rehabilitation Authority (SRA) is accelerating its cluster redevelopment push across the city, with recent 3 massive slum plots redevelopment of around 850 acres, to be done soon.
One of the largest slum cluster areas exists in Mumbai, where over 41% of the total population living in this city lives in slums. The Slum Cluster Area Redevelopment Scheme by the Government of Maharashtra in November 2025, shows a shift from rehabilitation schemes to redevelopment of areas with the help of private giants including, Adani, Reliance, and JSW.
Mumbai Slum Redevelopment Areas
Dharavi
Dharavi, known as Asia’s slum covers around 590 acres in Central Mumbai and is 5 km from the Bandra-Kurla Complex. Navbharat Mega Developers is leading the redevelopment and is a partnership between the Adani Group and the Maharashtra Government. The Adani Group has 80% of the stake and the state government has 20% of the stake. The project cost is estimated to be around ₹95,790 crore and will cover an area of 173.90 hectares. The plan is to finish it by January 2032.
However, the adjacent localities to Dharavi will benefit which are BKC, Mahim, Sion, and Lower Parel where the average property prices range from ₹11,407 per sq ft to ₹49,700 per sq ft.
Juhu Galli-Gilbert Hill, Andheri West
The SRA completed the tendering process for the 101.36 acre Juhu Galli Slum Cluster in Andheri West, with a consortium led by Reliance 4IR Realty Development Ltd offering 35.10% which is significantly above the standard 25%. The Reliance-led consortium beat competing bids from JSW Realty and Infrastructure and Shapoorji Pallonji Real Estate. Around 14,000 slum dwellers in the Juhu Galli cluster, with an additional 14,000 PAP (Project Affected Persons) homes to be built in the area and above 28,000 rehabilitation homes in total for eligible residents.
The neighboring areas include Versova, Lokhandwala, Andheri West and Juhu where the average property prices are in the range of ₹39,350 per sq ft to ₹43,350 per sq ft will benefit from the redevelopment.
Antop Hill in Wadala
Antop Hill in Wadala is the largest of the three major cluster projects now with the High-Powered Committee, spanning 450 acres with approximately 65,000 slum homes making it the single largest slum cluster by area in Mumbai’s current redevelopment pipeline.
The scheme covers plots larger than 50 acres, with projects structured as joint ventures involving agencies such as MMRDA, CIDCO, and BMC. Antop Hill benefits from strong existing connectivity and providing rail access through the Antop Hill and Acharya Atre Nagar stations, the BEST Wadala depot, and proximity to the Bhakti Park monorail corridor hence, making it a strong candidate for integrated urban renewal.
Neighboring places include Wadala, Sion East, Chembur and Dadar East where the average property prices range from ₹30,650 per sq ft to ₹46,550 per sq ft indicating the immense potential value corridor that Antop Hill’s 450 acre redevelopment can drive.
Majaswadi
Majaswadi in Jogeshwari East covers 260 acres with around 50,000 slum homes, making it the second largest of the three cluster proposals currently before the High-Powered Committee. The SRA has initiated proceedings to bring Majaswadi under the Slum Cluster Area Redevelopment Scheme, following the integrated planning approach introduced under the State Housing Policy 2025 the wider roads, improved public amenities, open spaces, and upgraded civic infrastructure alongside rehabilitation housing.
The neighboring areas including, Jogeshwari East, Andheri East, Goregaon East, and Andheri West show average property prices from ₹17,000 per sq ft to ₹39,350 per sq ft.

Behrambaug, Bandra East
Behrambaug in Bandra East covers 140 acres with approximately 12,000 slum homes. Its location adjacent to the Bandra-Kurla Complex positions it as one of the highest-value cluster redevelopment sites in the pipeline. The SRA has initiated the process to take up Behrambaug under the Slum Cluster Area Redevelopment Scheme as part of the state’s plan to transform Mumbai into a slum-free urban centre.
Proposals for all three clusters, Antop Hill, Majaswadi, and Behrambaug have been submitted to the Maharashtra government’s High-Powered Committee by the SRA, pending approval before tendering.
Additional sites in the 18 clusters project include areas around Govandi Railway Station, the Ghatkopar-Mankhurd Link Road flyover in Govandi, Shivaji Nagar in Govandi, Golf Club in Chembur, Trombay, Vikhroli Parksite, Ketakipada in Borivali, and Konkan Nagar in Bhandup West are all part of the Maharashtra’s plan to make Mumbai slum-free by 2050.
