Synopsis: With the Union Budget being 2 days away from being presented, it is essential to know what the Union Budget is. This article discusses when, where, how and who presents the 2026 Union Budget, and its history. It also discusses the pre- and post-Budget procedure.

The Union Budget, also known as the Annual Financial Statement, is a constitutional document under Article 112 that is presented in the Parliament every year by the Government of India. It discusses the estimated revenue and expenditure for the upcoming financial year.

The primary purpose of the Union Budget is to discuss the government’s tax and non-tax income estimates, expenditure goals on areas such as defence, infrastructure, health, education and social welfare. It also shows the fiscal priorities and policy direction of the government.

Budget date and time: When is Budget 2026?

Every year, the Union Budget is presented on February 1. This practice was introduced in 2017 to give both government and Parliament enough time to discuss, debate, approve and implement the Budget proposals before the new financial year starts. This also ensures that citizens, businesses and financial markets can prepare before the new financial year starts on April 1.

The 2026 Union Budget is scheduled to be presented on February 1, 2026, at 11:00 AM IST. It will be presented by the Finance Minister Nirmala Sitharaman, and this budget will mark her 9th consecutive budget presentation. Additionally, this will be the first Union Budget to be presented fully on a Sunday.

Process of Budget Preparation and Presentation:

  • Before the budget, the Economic Survey, which provides an overview of the nation’s economic performance and projections, is released. Following this, the President’s Address to the joint sitting of Parliament and the subsequent Motion of Thanks take place. This allows the MPs to discuss and debate the policy direction of the government.
  • The Budget will be presented in the Parliament of India, New Delhi, and the Finance Minister will be delivering the Budget speech in the Lok Sabha. This speech will include all the key policy announcements, tax proposals, and expenditure goals.
  • After the speech, the budget documents, such as expenditure statements and finance bills, are released.

Pre-Budget Traditions & Preparations

Before printing the Budget documents, the Finance Minister serves halwa, a traditional Indian dessert, to the officials and staff associated with the process of Budget-making. Following this, a strict lock-in period comes into effect for these officials to maintain confidentiality and prevent any leaks. This lock-in will continue until the Budget is presented in the Parliament.

What Happens After the Budget Presentation?

After the Budget is presented, discussions and debates on the Finance Bill and Demands for Grants take place before they are implemented. In parallel, the Parliament ensures that all proposals receive approval before the start of the new financial year.

Conclusion

With just two days remaining for the presentation of the Union Budget, all eyes will be on the Parliament as the final shape of the budget will play a defining role in shaping India’s economic trajectory in the coming financial year.
