1. Maharashtra

Maharashtra is the leader of digitization transformation in 2025, and it has always topped various ranking systems. The state secured  first in the CareEdge State Ranking 2025 and emerged as leader in the SKOCH State of Development Index. Its dominance is due to its all-encompassing attitude to the digital governance approach, including a major implementation of the eOffice framework across Mantralaya, city councils, and even village panchayats, allowing real-time follow-up of files in most departments. The state has already proceeded with computerizing the municipal approvals, bringing in greater efficiency, soon to be covered across all bodies

2. Gujarat

Gujarat comes in second in the CareEdge State Rankings 2025. The state is incredibly strong in terms of the economic, fiscal, and infrastructure pillars. The Gujarat digital transformation strategy focuses on combining technology and its strong industrial foundation, using fiscal discipline in further development of digital infrastructure in both manufacturing and services. Its industrial-digital synergy explains the state’s commitment to sustainability, technological development, integrated to the economic leadership and infrastructure growth.

3. Karnataka

Karnataka showcases the power of the south digital corridor. The state is ranked number three in the CareEdge rankings and its position is supported by a strong five-pillar e-governance approach. It combines information from more than 36 departments in its Kutumba family ID system to provide a single source of truth for citizens. The state also deploys mandatory vetting of IT projects worth more than 1 crore to ensure governance excellence and accountability in execution.

4. Tamil Nadu

Tamil Nadu’s SimpleGov project shows the way of innovative governance by simplifying laws and regulations, and then digitalizing them, with plans to implement more than 150 services by 2025. The state strategy focuses on process re-engineering, i.e. deploying digital KYC, QR codes, and self-certification to massively shorten the service schedules. Despite the disparity in the formal measures of compliance, Tamil Nadu has been one of the most successful e-governance players due to its commitment to quality services, transparency, and straightforward access.

5. Kerala

In 2025, Kerala became the first state in India to achieve a fully digitally literate state through the Digi Keralam programme. A statewide survey of 1.5 crore citizens found 21.88 lakh were without digital skills, of whom 21.87 lakh had gone through training and assessments, showcasing a 99.98% success rate. Kerala has also recently introduced “Nammude Keralam-Digital Kerala Initiative,” comprising a set of integrated governance tools organized around four pillars known as Sevana Keralam, Bhavi Keralam, Sadbharana Keralam and Jana Keralam.

6. Telangana

Telangana is on a positive trajectory with a strong global push in the Global Capability Centre (GCC). The state has positioned Hyderabad as a global technology hub , aiming to hit 100 GCCs by 2025-26. The project focuses on the radical growth of digital infrastructure with the T-Fiber project, which is expanding connectivity with optical fiber to all households and government offices in all 33 districts of the state, as part of the Digital Telangana initiative. The state has also stated its intentions to roll out 5G service across the state and cover city wide Wi Fi in major cities.

7. Haryana

Haryana is at the top of the SKOCH State of e-Government Infrastructure Index with a score of 0.71 and is ranked in the first category in the country. State has hundreds of e-services (SKOCH reports 304 e-services, Saral portal has more than 500 schemes/services) boasting high internet and tele-density indicators, demonstrating its underlying robustness in the digital infrastructure. Although the overall governance rating of Haryana remains moderate, its technology foundation promises to play a decisive role in the wider digital transformation journey of India.

8. Uttar Pradesh

The state boasts of being the third best in the national startup ecosystem, with more than 14,000 known startups and has registered digital procurement orders amounting to ₹65,227.68 crore on the Government e-Marketplace (GeM) between 2020 and 2025. As it implements its AI City project in Lucknow, and as the state undertakes massive digital infrastructure development initiatives spearheaded by UPDESCO, the state is gradually becoming a big technology hub.

9. Odisha

Odisha is a state that has achieved significant advances in digital governance and was ranked sixth in SKOCH State of Governance 2024. The state is the frontrunner in Animal Husbandry & Fisheries, Social Justice & Security, and Women & Child Development. Odisha currently runs 31 effectively functioning projects, which has been set as an example of effective and inclusive governance.

10. Andhra Pradesh

Andhra Pradesh continues to remain as one of the digital leaders in India. The state benefits from its fully established system of engineering education in which colleges such as IIT Tirupati (NIRF 61) and KL University (NIRF 35) stand in the spotlight to generate talent. In addition to its academic strength, the technology adoption programs being used in Andhra Pradesh further strengthen the ability to achieve sustainable digital development, which makes it the technology hub of the East.
